What is the YCJA?

YCJA(Youth Criminal Justice Act)
The act indicates that kids between 12-17 years of age are not always able to be arrested for a certain crime.
The whole point of the act is to give kids another chance, and make them useful members of society instead of giving up on them and sending them to jail.
The kids would be sent to rehabilitation, by making him talk to the victim of the crime that he committed against, this process is called the healing circle.
